1 Minutes from SECAT TAC 11/28/00
  There were no changes to the minutes from the SECAT TAC meeting of 11/28/00.
2 Light Heavy-duty (LHD) Projects
  EF&EE (Chris Weaver) reported that he will finalize the report on including LHD projects in SECAT within a few days. When the report is finalized, it will be distributed by email and agendized for discussion at a future SECAT TAC meeting.
  ACTION ITEM
EF&EE will finalize the report.
3 Retrofit Technology Update
  CERYX: Jeff Redoutey from CERYX reported that they have completed engine family emission verifications on:
a 1978 Caterpillar 3208
b 1986 International DT466
c 1993 DDC Series 50
d 1999 Cummins 8.3

A 1998 or 1999 Caterpillar C12 engine is next. Their strategy is to identify potential user fleets and to then perform the emission verifications on the preferred engine of that fleet.

Durability testing is going more slowly than originally anticipated but both CARB and CERYX are now comfortable and confident in the durability protocols. CERYX now anticipates that they will have the data to CARB for the 50,000-mile durability increment by the end of March, and, given a one-month turn-around at CARB, the first commercial product availability would be in May.

CERYX anticipates that they can make 250 devices per month and could ramp up to 1,000 per month with three months notice.
  Lubrizol: There were no representatives from Lubrizol or from CARB to provide any updated status. Tim Taylor reported that he had heard no news to change the previously reported status.
4 Project Review
  Tom Swenson presented the current status of funded projects (see attached). There was only one non-fast-track project proposal. Waste Management requested funding for 14 natural gas refuse trucks. 12 trucks would be located in Lodi and would service the southern part of Sacramento County (Elk Grove). Two trucks would be located in West Sacramento and would service West Sacramento. All 14 trucks will be Mack trucks with the E7G engine, the lowest emission engine currently certified on natural gas. Waste Management requests:

  There was some concern expressed by various TAC members that we needed to continue to recognize the problem associated with funding projects that significantly exceed the cost-effectiveness targets. It was also emphasized that the Waste Management proposal was discussed in general terms at a previous meeting of the TAC and the Policy Advisory Group and the SACOG Work Program Committee and that in all these settings, a strong desire was expressed to see this project funded because it represents a private company taking leadership with alternative fuel vehicles.
  ACTION ITEMS
   The SECAT TAC unanimously recommended that the proposal be forwarded to the SACOG board as requested for full funding. Dave Young will prepare the documentation for the SACOG Work Program Committee, which meets on February 9,2001 and the item, will be presented to the SACOG Board on February 15, 2001.
5 Low Emissions Diesel Engine Status:
  Tim Taylor provided a brief review of the status of low emissions diesel engines. Caterpillar released information in the press that they will have 3.2 g/bhp-hr NOx certification in July 2001. This engine will be available with a 3.7 g/bhp-hr NOx certification in March 2001. EPA will certify both of these. In a previous TAC meeting, ARB agreed that the International D466E which will be certified by EPA could be used in the SECAT program as a retrofit or engine repower. ARB will not allow new vehicles with this engine certification to be included in program. The engine manufacturers have not provided a schedule as yet for the early introduction of the 2.5 g/bhp-hr NOx technology in Sacramento. Both Cummins and Caterpillar have committed to some introduction of this technology in Sacramento prior to October 2002 when these engines will have to be sold.
6 Marketing Update
  Carol Johnson from JHME reported that a draft marketing plan has been developed for the first quarter, 2001. She explained that the strategies included using the technology providers for outreach and business-to-business outreach. Mass media such as TV, radio and newspaper advertisements will not be used. The first quarter budget for outreach is $100,000 which includes the development of a database of all contacts which will be maintained going forward by JHME.
7 Contracting Issues
Dave Young reported that the issues with Caltrans associated with subcontracting have been resolved. Any subcontracts that Environ enters will have to contain specific language that has been provided by Caltrans to SACOG. Contracts with applicants do not need to be review by Caltrans nor does the contracts have to contain subcontracting language.
Dave also mentioned that the CTC has required that all interest earned on SECAT grant monies held by SACOG will have to be returned to CTC.
8 CMAQ/GTIP Swap
Dave Young reported that the RT Board approved the swapping of the SECAT CMAQ money for RT GTIP money. This item will be taken to the CTC at their February 21-22, 2001 meeting. This swap will allow more flexible use of the funds.
9 Other items
Jeff Redoutey from CERYX reported that Caltrans has ordered one QuadCat to be installed by Cummins West on a Caltrans Utility Truck with an 8.3L Cummins engine for testing purposes.
10 Next Meetings
The next meeting of the TAC will be Wednesday, 2/21/01, 1:30 – 3:30 at the Sacramento Air District, 777 12th St., 3rd floor, Conference Rooms B&C.
