What documentation is needed for Fleet Modernization Participants?
- Signed, dated, and completed application
- Signed and dated County of Sacramento Payee Data Record (W-9 Waiver Form)
- Certificate of Liability Insurance
- Copy of Old Vehicle Title
- Copy of DMV Vehicle Registrations (3 years)
- Copy of Vehicle Insurance Cards (3 years)
- Mileage verification for previous three years for each vehicle - if verification isn't provided, applicant may track usage for a 6-12 month period based on historic mileage
- Proof of vocation - verify the normal operation of the vehicle (i.e., aggregate hauler, local delivery truck, etc.)
- Sales invoice and vehicle specification for replacement vehicle
- Replacement vehicle engine certification document
What vehicles are eligible under Fleet Modernization?
To qualify for funding, a vehicle must meet the following requirements:
- Old vehicle must be a heavy-duty diesel vehicle (over 14,000 lbs GVWR) model year 1990 or older with a 1990 and older model year engine. If your vehicle is newer than 1990, you may be eligible for funding through our Goods Movement program. More information"
- Old vehicle must have been owned and operated by the applicant within the Sacramento region for the previous three (3) years
- Old vehicle must be in operational condition and still be operating on at least a part-time or seasonal basis
- Old vehicle must be turned in for salvage, in the same operating condition as in first inspection, to the participating dealer
What are the requirements for the Replacement Vehicle?
- Replacement vehicles must have a manufacture date of 2007 or newer, including brand new vehicles. The engines must be certified to 2007 or newer standards
- The horsepower of the old and replacement vehicles must be the same, unless the difference is approved by program staff
- Replacement vehicle must be in the same weight class as the old vehicle
- Replacement vehicle must have the same axle and body configuration as the old vehicle
- All applicants must purchase a minimum of a 1-year / 100,000 mile major component engine warranty
- SACOG must be listed as a lien holder on the vehicle title; if the vehicle is financed, Various finance companies (but not all) have agreed to allow us to hold lien on the title. Please ensure that your finance company has agreed to these terms.
What are the requirements for the Participant?
- Participant must agree to drive the replacement vehicle for a minimum of five (5) years in the Sacramento Federal Nonattainment Area
- Participant must meet minimum annual operational commitments based on historic usage
- Participant must install a digital odometer (EMU) to record operation within our region
- Participant must remain in their current vocation and not increase mileage more than 50%
- Participant is required to inform the SMAQMD if they have filed for bankruptcy throughout the contract term
- Participant is required to notify the SMAQMD if the replacement vehicle has been involved in an accident within 10 business days
Any person, company or public agency can apply for SECAT money. You have to own your truck(s) or be able to enter into a contract with the person or company that does own it. The contract details what you'll do (retrofit, repower or fleet modernization) and commits you to doing it.
Do I have to be located in Sacramento?
No, but you must be able to prove 3 years of historic use in the Sacramento region. We have to reduce NOx emissions within areas defined by the federal government. This is know as the nonattainment area. The Sacramento region's nonattainment area is defined as:
- Sacramento County
- Yolo County
- The eastern part of Solano County
- Placer County to the ridge of the Sierra
- El Dorado County to the ridge of the Sierra
- The southern part of Sutter County

What kind of project does SECAT fund?
SECAT covers four kinds of projects:
- The purchase of a new heavy-duty vehicle equipped with engines certified to the California Air Resources Board's (ARB) optional low-NOx emission standards which use diesel, CNG, LNG, or propane.

- The retrofit of existing heavy-duty diesel vehicles with exhaust after treatment devices for which ARB has verified the emissions reduction performance.
- Any ARB certified/verified technology.
